From the Heartland of Dang to the Global Stage: The Remarkable Journey of Shashi Sharma Majgainya

KATHMANDU – How did a simple journey that began in Dang, Western Nepal, evolve into a formidable pillar of world-class policy-making and social transformation? To find the answer, one must observe the two-decade-long dedicated life of Shashi Sharma Majgainya. Known as an author, advocate, creator, and development expert, Shashi today is not just a name; he is a complete movement for change.

Educational Foundation: The Rise of Multidimensional Intellect

The foundation of Shashi’s personality was built by his studious nature. Having completed two Master’s degrees in English Literature and Political Science from Tribhuvan University, he also earned Bachelor’s degrees in Law and Rural Development. This intellectual diversity is the primary key to his success, enabling him to view society through three distinct lenses: literary emotion, political consciousness, and legal remedy.

Policy Leadership

Shashi’s tenure as the Central President of the National Federation of Youth NGO Nepal (NFYN) can be described as the ‘Renaissance of Youth Empowerment.’ He did not just mobilize youth-led organizations across the country under a single umbrella but established youth as ‘policy makers.’ Majgainya has set an historical standard in Nepal’s youth politics and government policy-making. He led the historical process of drafting the ‘National Youth Policy 2082.’ He did not limit himself to urban seminars; rather, to prepare this policy, he traveled to all 7 provinces and the grassroots level to conduct extensive public dialogues. By collecting the real problems and dreams of the youth, he provided concrete, data-based advice to the Ministry, leading to the successful implementation of this policy today.

Similarly, Shashi’s role has been prominent in localizing and successfully implementing the United Nations’ Sustainable Development Goals (SDGs). He successfully conducted grand ‘Provincial Youth Conferences’ in all seven provinces of Nepal, ensuring the meaningful participation and ownership of youth in the implementation of SDGs. These conferences succeeded in establishing sustainable development agendas at the local level while providing both pressure and support to the state for policy reform and implementation.

Impact from Federal Parliament to Provinces

A strong facet of Shashi Sharma Majgainya’s personality is the intellectual and strategic contribution he has provided at the policy level. From the Constituent Assembly to the recent Federal Parliament and members of all seven Provincial Assemblies, he has continuously conducted Policy Dialogues on serious issues of biodiversity and climate change. Specifically, in partnership with international organizations such as WWF and USAID, he ran a long series of dialogues with the Parliament and parliamentary committees. His coordination and leadership significantly helped inform the Parliament on policy matters regarding environmental law-making, biodiversity conservation, and climate adaptation. This series of regular dialogues performed the historical task of connecting scientific facts with grassroots needs in national policies.

Shashi’s working style—which reflects deep study, sustainable coordination with the government, and technical partnership with international agencies—is truly exemplary. He has contributed greatly to ensuring that the policy-making process is not limited to paper but reaches the implementation level by harmonizing the voice of the grassroots with global agendas.

Nepal’s Voice on the International Stage and the ‘US EPA’ Experience

Shashi’s capability is not limited within the borders of Nepal. In August 2024, his participation in the ‘U.S. EPA National Ambient Air Monitoring Conference’ held in New Orleans, USA, became a matter of pride for Nepal. There, he gained expertise in state-of-the-art technologies for environmental health and air quality monitoring.

He practically implemented this experience upon returning home. Under his leadership, the Real-time Air Quality Monitoring System was launched in the Kathmandu Metropolitan City. This succeeded in making the Metropolis’s policy-making ‘evidence-based,’ which has significantly aided the long-term plan to make Kathmandu’s sky clean.

Currently, he is also active as the President of ‘Aawaj International.’ Having registered this organization in the USA as well, Majgainya aims to carry out various creative activities. His primary objective is to connect the Nepali Diaspora living abroad with the development and prosperity of Nepal. He is serving as a strong bridge to mobilize the knowledge, skills, and capital of Nepalis living in America and other countries for the benefit of the motherland.

Excellence in the Legal Field and Social Commitment

Shashi’s stature in the legal field is enviable. He is the founder of ‘National Legal House.’ He possesses deep expertise in laws related to ‘Copyright’ and ‘Intellectual Property.’ Additionally, he holds a distinct record of success in criminal cases. Considering law not just as a profession but as a medium of service, Shashi has pledged to provide ‘Pro-bono Legal Service’ (free legal treatment) for the poor, helpless, and those outside the reach of justice.

Guardian of Humanity: Incomparable Social Service through Rapti Samaj Kathmandu

Another strong identity of Shashi Sharma Majgainya is that of a ‘selfless social worker,’ who has dedicated himself to the service of the helpless and victims through Rapti Samaj Kathmandu. Continuously active since 2006 (B.S. 2063), Majgainya has successfully led this organization as a member, secretary, and general secretary for two terms as President, and currently serves as the organization’s ‘Patron.’ He has been leading tasks ranging from coordinating necessary medical treatment and gathering financial support for serious patients from the Rapti region in Kathmandu to providing scholarships for hardworking and underprivileged students.

He is always at the forefront during natural disasters; whether it be the devastating earthquake or severe floods, he heads to the field himself carrying relief materials. Specifically, during the massive fire in Dang Deukhuri, he reached the site himself to remain active in relief distribution and reconstruction work. Furthermore, by conducting various youth empowerment programs, he has inspired hundreds of youths to become self-reliant and fulfill their social responsibilities. Due to this continuous spirit of service, he was recently honored with the ‘Rapti Social Award 2082.’

Disaster Management: From Paper to the Community’s Doorstep

Another excellent example of Shashi Sharma Majgainya’s efficiency is his contribution to the field of Disaster Risk Reduction and Management (DRRM). In technical collaboration with the Government of Japan (MoFA Japan) and JISP, the ‘Community-Based Disaster Response and Management’ (CBDRM) project he operated in Saptakoshi of Madhesh Province and Kathmandu has brought about a massive change at the local level. In high-risk flood areas like Saptakoshi, various disaster preparedness programs were conducted under his leadership, playing a vital role in strengthening the disaster risk reduction system there.

This project was not limited to making plans on paper; Shashi institutionalized it down to the ward level in Kathmandu through a ‘Volunteer Action Plan.’ Based on this very action plan he prepared, disaster management activities are still ongoing in various areas of Kathmandu. His initiative has made the community so capable that the residents of those areas are now confident in protecting themselves and others from potential future disasters without looking to the government.

Shashi’s far-sighted vision regarding sustainable development and his style of effective coordination with the government are truly exemplary. He built such a robust bridge between the local government and international agencies that disaster management is no longer limited to ‘immediate relief’ but guarantees ‘long-term security.’ The long-term impact of this is that these communities are now capable of saving themselves and others in future disasters without relying on the government.

Convergence of Art, Communication, and Legal Justice

Another side of Shashi’s life is equally bright. Having spent nearly 15 years at Capital FM, Rajdhani FM, and Gorkha FM, and 2 years at Himalayan Television, he made a deep impact on the public level by successfully hosting more than 2,000 public programs.

As a creator, Shashi Sharma Majgainya’s identity is extremely melodious and influential. His more than half a dozen hit music albums and ghazal collections, such as ‘Paribhasha,’ ‘Sangam,’ ‘Saait,’ ‘Gitanjali,’ and ‘Sunami,’ have enriched the field of Nepali art and music. He is a powerful figure, especially in ghazals and modern songs, as evidenced by his book of ghazal and song collections, ‘Shashibhitraka Shashiharu.’ Not limited to creation, he has done a great favor to the growth of Nepali literature by working as the editor of prestigious literary and research-oriented magazines such as ‘Rapti Sangam,’ ‘Gajal Yatra,’ ‘Lokpriya,’ and ‘Nirjhar.’ His role in honoring and encouraging creators is pioneering; as a leader of ghazal and music awards, he has made an historical contribution to the professional development of the art sector by providing honor, encouragement, and a platform to thousands of new and established creators.

While in the leadership of the organization as an advocate, his work at the Music Royalty Collection Society Nepal (MRCSN) regarding the protection of creators’ Copyright has helped thousands of lyricists and musicians receive the fair value of their creations today.

Honor for an Indomitable Journey

In appreciation of his two-decade-long continuous contribution to social service, law, music, and environmental protection, he was recently honored with the ‘Rapti Social Award 2082.’

The story of Shashi Sharma Majgainya is not just a description of a successful individual; it is a source of inspiration for every Nepali youth carrying the resolve that ‘one must do something for society regardless.’ Even today, he remains active with the same zeal, from the streets of Kathmandu to the policy-making tables, with a single goal—a prosperous and resilient Nepal.
